You’ve basically got two options: One, you could switch gears, and rather than try and get the FBI files on that individual specifically, you could try and get records regarding an organization or case they were involved with, and then see what you can find in there. Two, and caveat that this is a longshot, you could try and make a case convincing enough for a FOIA officer that there is public interest sufficient to override a privacy interest.
